Could a tsunami be stopped or seriously reduced by dredging the coastline?

I understand that tsunamis inclrease in height as the sea bed rises towards the coast. What if an area at risk was dredged to stop the sea bed becoming shallower? Spoil could be used to create more land and, of course, dredging lowers the sea level - a bit.
